Philip J. Harvey
Managing Director
Philip J. Harvey is Managing Director and founder of HIG. Phil founded the company, which was originally known as Philip J. Harvey & Co., Inc., in 1977, as a regional general lines insurance brokerage serving personal and commercial lines accounts.
In 1994, Phil created the Preferred Club Program to serve the insurance needs of the golf and country club industry. That program was spun out of HIG to become Venture Insurance Programs, which today is a leading national program administrator. Mr. Harvey also created HIG Global as a commercial insurance unit for HIG’s national accounts requiring localized services. As Managing Director of HIG, Phil is actively involved in all facets of the brokerage’s insurance placement and business operations.
In addition to his retail agency experience, Phil worked for pharmaceutical giant, Johnson & Johnson and was a commercial brokerage consultant with Connecticut General Insurance (now Cigna). He holds a U.S and B.S degree from Temple University and has completed several postgraduate certificate programs in Management Acumen from the University of Michigan and the American College.
George Scherbak
Executive Sales Advisor
George Scherbak, CPCU, joined HIG in 2007 as executive sales advisor. With more than 30 years experience in the insurance industry, George lead's HIG's business development efforts and client relations for commercial accounts.
Prior to joining HIG, George was president and CEO of Saucon Mutual Insurance Company in Bethlehem, Pa. He also has owned and operated Manage Comp Consulting, Inc., an insurance consulting firm in West Chester, Pa., and was employed by The PMA Group in Blue Bell, Pa., for 18 years.
A resident of West Chester, George earned a bachelor's degree from Lehigh University in Bethlehem, Pa., and an M.B.A. from Widener University in Chester, Pa. In addition to his CPCU designation, he has insurance designations in general insurance (INS), claims (AIC) and risk management (ARM).
Sue Tschoepe
Senior Account Manager
Susan Tschoepe is Senior Account Manager for Harvey Insurance Group. She joined Harvey in June 1984 and among her former roles with HIG are receptionist, claims manager, customer service representative and assistant account manager. In her new role, she is responsible for new business production, maintaining relationships with carriers and customer service. Open to any challenge, Susan considers herself fortunate to have spent her entire career with HIG.
Anne Burgoon
Assistant Vice President, Personal Lines
Anne manages the personal lines unit of Harvey Insurance Group. She oversees new business, analyzing each client’s need and exposures and recommending the appropriate coverage. She is also involved in ongoing risk management for clients. Anne has worked with Harvey Insurance Group for more than 20 years. She holds the Certified Insurance Counselor (CIC) designation.
Judy Sheetz, CISR, LUTCF
Account Manager and Personal Lines Claims Administrator
Personal Lines and Small Business accounts make up a very substantial part of the Harvey Insurance Group’s clientele. Since 2002, Judy has been central in responding to client questions, as well as renewal and endorsement processing. She handles Personal Lines Claims with the processing of loss reports, customer follow-up and file documentation.
Prior to joining Harvey Insurance Group, Judy was a life insurance agent for Met Life and worked several years in P&C insurance sales for Pennsylvania, Delaware, Maryland and New Jersey clients.
Judy holds producer licenses for Life, Accidental and Health, Annuities, Property and Casualty lines. She received the NASD Registration Series 5 and 6 for Annuities and Investment Products, and is an active member of Insurance Agents and Brokers of Pennsylvania.
Rebecca L. Cetola, CISR
Assistant Vice President
Rebecca is Assistant Vice President responsible for managing the expanding needs of large accounts in Harvey Insurance Group’s commercial lines book of business, as well as continuing complementary relationships with insurance carriers and clients. Rebecca has more than 20 years of commercial lines experience, most recently an account executive at BG Balmer & Company. She also worked for Commerce National Insurance Services as an account manager and marketing specialist.
Rebecca hold a Certified Insurance Service Representative (CISR) through the Professional Insurance Agents Association of Delaware, Maryland and Pennsylvania, and holds a Property and Casualty license for the states of Delaware, Maryland and Pennsylvania.
Kaitlin E. Knecht, CISR
Account Manager and Commercial Lines Claims Administrator
Kaitlin E. Knecht, CISR is a Commercial Lines Claims Administrator for Harvey Insurance Group. Kaitlin started with HIG in March 2008. Her responsibilities include marketing of new commercial business opportunities, servicing commercial accounts, and participating in projects that arise. Prior to joining Harvey, Kaitlin began her professional career in claims management, handling the investigation and negotiation of general liability claims. She came to Harvey with extensive experience in project work and strong conflict resolution skills.
Kaitlin obtained her Certified Insurance Service Representative designation in April, 2009. Kaitlin received her bachelor’s degree in Business Psychology from Pennsylvania State University with a minor in Spanish. She is currently finishing her master’s degree in Organization Leadership with a concentration in Organizational Effectiveness at Immaculata University.
Jon Wolk, CLCS
Account Manager
Jon Wolk is an Account Manager for Harvey Insurance Group. He joined Harvey in 2008 and is responsible for providing proposals for both new and renewal commercial accounts, and endorsement processing, and assisting clients with their insurance needs. Prior to Harvey, Jon was a corporate actions analyst at SEI Investments and a recruiting manager at Robert Half International. Jon received his bachelor’s degree in business administration from the University of Delaware and holds a Commercial Lines Coverage Specialist (CLCS) designation.
Nancy Decheljan
Account Manager
Nancy Decheljan is an Account Manager for Harvey Insurance Group. She joined Harvey in 2007 and is responsible for quoting new business, renewal and endorsement processing and helping clients with insurance needs. Prior to joining Harvey, Nancy was an account manager at a well-recognized agency in Eastern PA. Nancy received her bachelor’s degree in business administration from Temple University.
Beth A. Handzel, CPCU
Account Manager
Beth is an Account Manager responsible for assisting with managing the needs of large accounts in Harvey Insurance Group’s commercial lines book of business. She also works on a continuing basis to maintain good working relationships with insurance carriers and clients.
Beth has more than 28 years experience in commercial insurance, serving as an account manager and as a customer service representative with three agencies for over 25 years. She also worked as a rater / associate underwriter with a local insurance company.
Beth received her bachelor’s degree in insurance and real estate in 1980 from the Pennsylvania State University. In addition to her CPCU designation, she holds Property & Casualty and Life, Accident & Health Insurance licenses in the state of Pennsylvania.
Betty Guest
Controller
Betty joined HIG in 2002 and is responsible for all phases of the accounting department including client invoicing, accounts payable & receivable, payroll, and tracking of agent commissions. Betty has proven to be invaluable in maximizing the efficiencies available through the company’s accounting system and has streamlined the invoicing process for our carrier partners.
As a service professional, Betty is acutely aware that customer service extends to all aspects of Harvey Insurance Group—including accounting. Her ever-positive attitude toward client requests and supplier demands makes her a rare commodity in the accounting field.
Chris Bolger
Risk Manager
Chris Bolger is a Risk Manager for Harvey Insurance Group. He is responsible for the company's risk management needs, including claims, loss control and vendor management.
Previously, Chris served six years as a Senior Corporate Risk Analyst and Claims Manager at URS Corp where he was successful in creating efficient and effective risk management policies and procedures and decreasing the overall cost of risk for clients.
Chris earned a bachelor’s degree from West Chester University.
Juan Freyre, NCIM
Executive Client Advisor
Juan Freyre, NCIM is Executive Client Advisor for Harvey Insurance Group. Juan joined HIG in 2009 and is responsible for overseeing many significant client relationships. He leads our team's business development efforts and client relations for large commercial accounts. Following 13 years in the insurance industry as a specialist in Auto Dealer and Automotive-related industries, Juan knows how to best protect his clients. His vast knowledge and sales expertise allows him to accurately advise clients on coverage issues, claims handling, and risk exposures that are faced daily.
Juan holds insurance department licensing in Property and Casualty, Life and Variable Annuities for the states of Maryland, Pennsylvania, New Jersey and General Lines (220) for the state of Florida. He holds the designation of National Council of Insurance Marketing (NCIM) in 2002. Prior to joining HIG, Juan was an Account Sales Executive for Sentry Insurance and a Finance and Insurance Sales Executive for Zurich North America.
Juan and his family reside in North Wales, PA.
